Response to the homecare labour market
“Home is a place of emotional and physical associations, memories and comfort” as reported by the World Health Organisation. When faced with the choice between care options in institutions or at home most older people with disabilities and other care users usually prefer to stay in the more familiar environments of their own homes and local communities. And since the proportion of older people in the general population is increasing steadily in many European countries and is predicted to rise still further in the coming decades, the anticipated shortage of (qualified) home-care professionals seems to be a significant problem. In parallel with financial shortages, limited supplies of trained staff are seen as the main cause of unmet needs in many countries in Europe.
